Red Cell Consulting was founded by Kyle McCoy, an EMS operational leader with approximately 20 years of experience in emergency medical services, including frontline response, field operations, supervision, training, and the development of operational readiness programs.
Kyle's professional focus is the intersection of emergency medicine, operational planning, command, and interagency response. His experience has centered on preparing personnel and organizations to operate effectively during incidents where normal systems become stressed, resources are limited, and multiple agencies must work together under pressure.
As an EMS Supervisor, Kyle has developed and implemented training programs addressing mass casualty incidents, active violence, casualty collection point operations, alternate casualty collection and treatment locations, triage, medical command, communications, patient movement, and EMS/Fire/Law Enforcement coordination. His training philosophy emphasizes more than classroom knowledge: personnel must be able to translate plans and doctrine into coordinated action under realistic conditions.
Kyle's professional training and instructor credentials include:
C3 Pathways Basic Active Shooter Incident Management (ASIM) Instructor
Advanced active violence and active-shooter response training through ALERRT and C3 Pathways.
FEMA Incident Command System and National Incident Management System coursework, including IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800
Training and operational experience involving radio communications, interoperable communications, Pulsara and ATAK
Extensive EMS operational and command experience including EMS Commander for 3 mass shootings and multiple MCIs.
His background also includes prior service with the United States Coast Guard, providing additional experience in disciplined operations, communications, and working within complex operational environments.
Kyle's areas of expertise include** active violence medical planning, mass casualty response, EMS operational readiness, command and coordination, CCP and AXP operations, EMS/Fire/Law Enforcement coordination, emergency communications, operational doctrine, and exercise design**.
He has designed and led progressive training programs that move personnel from classroom instruction through written evaluation, tabletop exercises, live scenarios, after-action review, corrective action, and repeat exercises. This approach is designed to expose weaknesses before they become failures during an actual emergency.
His work has included developing operational doctrine, standard operating procedures, command structures, training programs, exercise scenarios, assessment tools, and improvement plans for complex emergency response operations.
Kyle has also contributed to the emergency-services profession through professional writing and education. His work has been published or developed for audiences through EMS World, EMS1, and Police1, with a particular focus on emergency operations, civil unrest, medical response, and interagency coordination.
He is also the creator of EMS Command Minute, a continuing educational series focused on practical lessons in EMS leadership, command, and operational decision-making.
Red Cell Consulting brings these experiences together to help organizations Plan. Prepare. Practice.
The company's work extends beyond conventional emergency planning. Red Cell focuses on the gap between what an organization says it can do and what its personnel can actually execute when conditions deteriorate.
Whether working with a U.S. emergency services organization or an international partner operating in a complex, resource constrained, contested, or conflict-affected environment, the objective remains the same:
Build practical capabilities that work when the plan is tested.
